Other is blank.
Question: Fill the blank dice such that probability of sum of numbers (when the 2 dice are thrown simultaneously) is equal for sum=1, for sum=2 .... , for sum=12.

We have 2 cases here.
0 probability and non-zero probability.
For 0, put any number more than 12.
For non-zero, put 0,0,0,6,6,6.
